Who is Rakshak ?
A person who comes to rescue of an accident victims within few minutes and tries to provide first aid or save life by taking the victim to nearest hospital.
From where Rakshak comes ?
Government of Odisha has decided to train 300 master trainers who will further train 30,000 first responders. These 30,000 first responders will be known as Rakshak.
From 30 districts of Odisha, 30,000 rakshak will be trained to respond road accident near to them. These 30,000 rakshak will be local people working or staying near to accident places like dhabas, petrol pumps, garages, local shops, street vendors, volunteer, etc
Government will equip them with first aid training and necessary kits along with all due procedure to be followed to save life of accident victims like calling ambulance, giving primary care, helping the victims, etc
Commerce and transport department, Government of Odisha has started the initiative with assisting hand from German Corporation for international cooperation and Indian Red cross society.
Automotive Skill Development Council will train the 300 master trainers from 10 district who will act as Master Trainers for further training of 30,000 Rakshak.
The objective of initiative also includes to make public awareness and laws relating to good Samaritan.
Who is Good Samaritan ?
A person who voluntarily helps or assist an accident victim and provides primary care an takes victims to hospital is known as good Samaritan.
In 2016, Supreme court has given consent to the laws formulated by Ministry of Roads Transport on guidelines for protection of good Samaritan.
A Samaritan will be liable free from civil and criminal action if incase the victim face any problem.
A Samaritan will not be forced to give his personal details.
