Health Index 2021 has been released by NITI Aayog
The report named as HEALTHY STATES, PROGRESSIVE INDIA : HEALTH INDEX ROUND IV (2019-20) has been released by NITI Aayog, Ministry of Health & Family Welfare and World Bank.
The report is fourth edition and for the fourth time Kerela has topped the list ranking among states on various health indicators.
The report was conceptualized in 2017 by NITI Aayog, Ministry of Health & Family Welfare and World Bank to track the progress on health outcomes and health system performance, develop healthy competition and encourage cross learning among states and union territories of India.
Index is based on 3 domains and 24 indicators covering weighted composite score on key aspects of performance.
3 domains are
A. Health outcomes
1. Neo Natal mortality rate
2. Under5 mortality rate
3. Sex ratio at birth
B. Governance and informations
1. Institutional deliveries
2. Average occupancy of senior officer in key posts earmarked for health.
C. Key inputs and processes
1. Proportion of shortfall in health care providers
2. Medical facilities
3. Birth & death registration
4. Treatment of Tuberculosis and success rate
As per the fourth edition of index
Among larger states : Kerela followed by Tamil Nadu and Telengana are best performers in overall performance.
Uttarpradesh has lowest over-all performance.
Incremental performing states: Uttarpradesh has increased performance and has improved a lot in health sector but still lags behind many large states.
Karnataka has low incremental performance
Among smaller states: Mizoram followed by Tripura have been best performer in overall performance.
Among Union Territories: Daman Diu and Dadra Nagar followed by Chandigarh have been best performer in overall performance.
Incremental performing UTs: Delhi has increased performance and has improved a lot in health sector but still lags behind other UTs.
Chandigarh has low incremental performance in comparison to previous reports.
Although, the report has classified states based on their health related performance but still the index lacks in some critical areas which the experts reviews; this report may not be exactly showing the real face of health sector of states and UTs.
The report lacks in parameters for infectious diseases like covid19, Non communicable diseases, Mental health, governance and financial risk protection in states.
The data used for compilation of report is collected primarily from government hospitals and public health facilities wherein data from private sector are not included in report.
The health Index is very useful to measure and compare overall performance and incremental performance among and across various states and union territories.
Ministry of Health and Family Welfare decision to link health Index to incentives under National Health Mission has been instrumental. As per the 4th report findings Ministry of Health and Family Welfare provided 10% of state and UT total National Health Mission fund as National Health Mission incentive based on agreed conditionalities.
