Why is the demand in News ?
The tribal people have staged a protest at National Capital to mark the request of demand to Central Government. They were also promised by some political parties like AAP and Congress for taking up their demand discussion with central government.
What are provisions under Constitution
Central Government can bring proposal for ammendment of constitution to form a new state under Article 2 and Article 3 of Indian Constitution.
Article 2- Parliament can establish new states
Article 3- Parliament can alter area's, name's or boundaries of existing States.
Why a new state of needed
During independence of India, the Mankiya dynasty which was ruling the land under British Regime signed the Instrument of Accession with newly Independent Government of India on October, 1949.
But soon after 1949, the local tribals faced severe problems of Bengali migrants coming from East Pakistan and settling in Tripura.
Tripura shares a large border with present day Bangladesh (erstwhile East Pakistan) and during the period of 1949 to 1971 large number of displaced Bengali migrants came to Tripura for settlement thus reducing the indigenous communities to minorities and changing the demographic situation.
As per 2011 census data, the indigenous communities have reduced to 32% and now being treated as minority status.
Steps taken by Government
1. Under Sixth Schedule of Indian Constitution, Tripura has Tribal Autonomous District Council and it was constituted in 1985 towards development and rights of tribal communities.
2. The council has been empowered with legislative and executive powers for better Management of the region and people.
3. Council has 30 members from which 28 members are elected representatives of indigenous communities and remaining 2 members are nominated by State Governor.
4. Even the State Legislative Assembly has 20 seats reserved for Schedule Tribes out of 60 Assembly seats.
Although the community representative have been decreasing in comparison to growing population. The Central and State government should extend the necessary support to preserve the cultural heritage of North Eastern tribal communities.
