Strengthening Teachers- Learning and Results for States (STARS) Project
STARS project is a centrally sponsored scheme by Ministry of Education to enhance the quality of education in states, it has identified six states where the project would be made effective.
The project aims in improving the monitoring and measurement activities in the schools of those selected states.
The implementing agency for the STARS project at national level would be department of school education and literacy, Ministry of Education under Samagra Shiksha and at state level the state implementation society for Samagra Shiksha.
The identified states are Himachal Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Kerela and Odisha.
The total STARS project cost would be Rs 5,718 crore with World Bank support of 3,700 crore and rest by state share in 5 years.
World Bank support in the form of result based financial instrument called Program for Result which has various indicators to be passed
An Independent verification agency will be appointed to report on achievement of targets and fund disbursement.
The STARS project would be aligned with the objective of NEP, 2020.
Key factors associated with the projects are Local level school development programs, Teachers improvement, National assessment centers, Performance, Reviews and Analysis of knowledge.
